In 2009, recognizing the historic importance of the first automated elections in the country, PSI took a leap of faith and entered into a contract with Smartmatic. Our company provided and managed the manpower that performed testing and configuration of the election machines and paraphernalia, storage facilities, production facilities, battery charging facility, material management program and also several materials needed in the elections.

Preparation for

First Automated Elections
in the Philippines

PSI took the challenge of providing the facilities for the preparation activities of the first automated elections. For a small turnaround time of about a month, it has successfully converted a simple warehouse compound into a state-of-the-art complex with test and configuration facilities and storage facilities that were able to accommodate all the PCOS machines and other election machines and paraphernalia. This is where all the activities involved in the preparations for the elections of 2010 and 2013 were successfully performed.

The company performed
services in the following areas:
  • Hardware tests of election equipment—Precinct Count Optical Scanner (PCOS), laptops and printers for the Consolidated Canvassing System, Broadband Global Area Network (BGAN) satellite antenna and modems
  • Configuration and kitting of machines and paraphernalia (memory cards [compact flash and SD cards] and I-buttons [PCOS key]) prior to deployment to voting places
  • Diagnostics and repair of Precinct Count Optical Scanner (PCOS) machines and Broadband Global Area Network (BGAN) antenna
  • Test of generator sets and test and charging of external batteries
  • Facilities and Warehouse Management
Post-Election Services
  • Stripping and Testing of Election Machines after Elections, 2010
  • Maintenance and Repair of Election Machines, 2011
  • Testing of Machines for the Option to Purchase Agreement

After the 2010 National and Local Elections, the company understood the challenge of improving the integrity, security and accuracy of the nation’s electoral system and therefore purposed itself to contribute to this end. The company went beyond its commitment to its client, Smartmatic, and undertook the following initiatives to strengthen its services and capabilities to support the requirements of the automated election system:

  • Established a Quality Management System for the integrated activities involving warehousing, production, and dispatch;
  • Obtained Certification to ISO 9001:2008 for Warehouse Management and Servicing of Election Electronics Devices with Certification Registration No. 44 100 112433 by TUV Nord; and
  • Designed and created a Warehouse and Election Material Management System that is capable of tracking the movement of all election equipment and paraphernalia including parts of the PCOS machines
